中文摘要: 食品安全问题频频爆发,引发公众对食品安全行政有效监管提出质疑。面临日益艰巨的食品安全监管任务, 单一政府行政监管模式很难有效控制食品质量安全。通过分析食品安全监管状况,进一步指出食品安全第三方认证 具有强化技术服务理念、采用“预防为先”控制措施等特点,能够协同政府有效控制食品安全。

Abstract:The problems of food safety broke out frequently. The effects of administrative regulation on food safety have been questioned. The regulatory task of food safety becomes more difficult and more complex, so the quality and safety of food is difficult to control effectively by the single mode of government administrative regu- lation. Through the analyses on situation of food safety regulation, the characteristic are pointed out.The third-party certification of food safety strengthens the concept of serving with advanced techniques. The measures of prevention in advanceare adopted to control food safety. The third-party certification will be collaborative with government to control food safety effectively.
